Charles would use what ever means he could find to raise money without having to recall Parliament, means that weren't always legal or ethical. In the end, when he was finally forced to call a Parliament, they turned on him. Charles tried to evict them, they refused to leave, he called an army and the Civil War began.
Charles I had many conflicts with Parliament. First off, Charles I often wanted money from Parliament, but refused to be kept under control by their laws. I think his worse decision was made when he decided to ignore the Petition of Rights. This document, in which Charles I signed, stated that Parliament would provide Charles I with funds if he agreed to follow certain rules. I believe this action started the downfall of the relationship between the king and the government.
In 1625, James 1 died. Charles 1, his son, took the throne. Charles always needed money- in part because he was at war with both Spain and France. Several times, when Parliament refused to give him funds, he dissolved it. By 1628, Charles was forced to call Parliament again. This time it refused to grant him any money until he signed a document that is known as the Petition of Right. After agreeing to the petition, Charles ignored it. The petition was important. In 1629, Charles dissolved Parliament and refused to call it back into session. To get money, he imposed all kinds of fees and fines on the English people. His popularity decreased year by year.
The decision that Charles I chose only made his relationship with Parliament worse. By signing the Petition of Right then ignoring it, he made Parliament very angry. The Petition of Right had these four points:
1. Charles I would not imprison subjects without due cause,
2. He would not levy taxes without Parliaments consent,
3. He would not house soldiers in private homes,
4. He would not impose martial law in peacetime.
Charles I also started to make people pay huge taxes and fines. Parliament and his people were very angry with him. He ignored everything Parliament told him, and he did not listen to his people’s opinion. Charles I tried to arrest Parliament because he was afraid they would stop his power, but they escaped. The people created a mob outside his palace, creating quite a riot. The king fled to London and raised an army to fight Oliver Cromwell, the general on the Puritan side. Cromwell won the war and defeated Charles I.
Charles I's need for money was a lot even though most of it was because he was at war with two countries, Spain and France. But when he did not receive money from Parliament, he disbanded them only to call them back again. The worst decision he made was signing the Petition of Rights and not abiding by them. After he received the money he ignored the rights.
Charles I made bad decisions. He asked for money too much to pay high cost of the wars. He did not listen to Parliament and that caused him to be in more trouble. He made people not trust the king and the government.
Charles I of England's first reform was the Petition of Rights, which included the rule that the king was supposed to seek parliament's consent before establishing taxes. However, Charles I didn't stick to these guidlines. One of his religious endeavors was forcing the Puritans to accept his favored rituals. However, this led to a mass emigration. In my opinion, Charles I's reforms hurt England. Nothing he did resulted in any good.
Charles and parlement never agreed with eachother. He did what he had to do,even if it was not just, to get his way. He tried to get rid of parliment and they didn't leave.
